A lesson in Marxist economic ideology:
Vertov shows the industrial process starting with its base.
Workers:
Workers in Vertov's film are both productive and happy, in line both with Marxist ideology and the propaganda of the USSR's self-presentation.
Assembly-line worker making cigarette packs. Her actions are accelerated in the film editing, but to emphasize productivity rather than either rigors or repetitiveness of the work.
Bourgeois values (like personal beauty) are contrasted with productive work, including filmmaking.

Leisure time:
The film undertakes to instruct the proletariat on how and how not to use leisure time. Shots are interplayed contrasting frivolous activities with wholesome recreation.
Reducing alcohol consumption was a goal of early Soviet society. The shooter practices her marksmanship against symbols of Fascism as well as bottles of alcohol.
"Wall newspapers" at the workplace: an early means for educating the proletariat.
For Vertov, film could play an essential role in the process of education.
In leisure as in work, healthy proletarian activities are contrasted with vanity.
The cameraman leaves the pub and enters the Lenin Workers' Club.
